What is the Residential Rehabilitation Assistance Program (R.R.A.P.) for Homeowners?

The Residential Rehabilitation Assistance Program (R.R.A.P.) for Homeowners is a funding program which provides up to $16,000 to assist homeowners to repair their residence.  This program, sponsored by the Federal Government through Canada Mortgage and Housing Corporation (C.M.H.C.). Applicants must own and occupy their residence to qualify.  Only properties that have been constructed and occupied for a minimum of five (5) years are eligible.

What are the Benefits of R.R.A.P.?

Many older homes throughout the City have a potential to provide housing for years to come if they can be upgraded.  R.R.A.P. is aimed at rehabilitating these older homes if they are substandard or deficient and need major repairs.  Particular emphasis is placed on housing which is sub-standard or deficient and requires major repairs in one or more of the following areas:

  • structural;
  • electrical;
  • plumbing;
  • heating;
  • fire safety.
It is the intent of R.R.A.P. to extend the life of the home for a further 15 years, given normal care and maintenance of the property.  Items regarded as "non-essential" to rehabilitating the dwelling such as adding a second bathroom or recreation room, enlargement of rooms, additions, etc. are not eligible.  Work carried out before the R.R.A.P. loan is approved in writing is also not eligible.

Who is Eligible for R.R.A.P. Funding?

Applicants who own and occupy their dwelling with total household incomes below the "income ceilings" established by C.M.H.C. qualify.  The "income ceilings" established by C.M.H.C vary according to household size.  For example, the qualifying income level for a family with children would be higher than for a family without children or a single member household.  For the purpose of R.R.A.P., the total household income is the gross current year's income of all household members.  C.M.H.C. will have information on the qualifying income ceiling levels to determine your eligibility.
